2017 - 2018

 

 HRDC mission is to improve the human rights situation in the country and advance the social

status of women, especially in rural areas. Through its multifaceted programs, the organization

combats violence against women, builds women’s capacity to engage in civil society, promotes a

gender approach in the democratization process, and lobbies for laws related to gender equality.

The Center’s strategies include direct services to women experiencing violence, capacity building

of state actors, documentation, awareness-raising, and empowerment programs for women

activists.

During period July 2017 – June 2018, HRDC has provisioned these services:

Legal Assistance

In view of the restoration of violated rights and the realization of the rights set forth in the

Albanian legislation, the Center has provided legal assistance to 326 cases. Legal assistance

has consisted particularly in relation to civil and family matters but there have been a number

considerable criminal field issues for which consultancy is offered in the premises of police

stations and detention Centre. Majority of supported cases were related to “ issuing / certification

/ modification and enforcement of protection orders, divorce, custody / parental responsibility,

ownership, inheritance, work legal relations provision of economic assistance, enforcement of

decisions of KMCAP, criminal responsibility, alternative punishments etc

Court representation

During this period the Centre through representations to the court has made possible the

provision of legal protection and fulfillment of rights for 93 clients with subject matter " issuance

of protection orders", out of which 83% of cases have benefited from protection orders

Drafting legal documents:

One of the key aspects to initiate a judicial or administrative proceedings is legal documents. In

this context, HRDC has assisted its clients through drafting of such documents in order to realize

their rights recognized by law. HRDC has drafted 179 legal documents, respectively “ lawsuit,

complaints, psycho-emotional assessment report, Request for criminal charges, explanations

before the court, final claims etc. Object of these documents has been associated mainly with

civil and family matters such as protection orders, divorce, job working relationship, parental

custody, execution of court decisions, etc

Referal Mechanism against DV

This mechanism has handled 80 cases of domestic violence, out of which , 90% are equipped

with a protection order from the court.

Office of complaints:

Center served as the office of complaints where citizens filed their claims regarding violations of

rights by the state or non state institutions/actors. Reached out complaints were on individual and

group basis (members of the Roma / Egyptian). 95 complaints were registered. As a result of the

mediation with responsible institutions, 75% of these complaints are resolved successfully.

Work of HRDC in penitentiary Institutions

 

One of the components of this project is monitoring of Tirana Police Stations and Detention

Institution 325 (Women's Section) regarding respect of human rights of persons accommodated

in these institutions. Along monitoring sessions Center has provided legal services and psycho-

emotional for citizens accommodated in above mentioned institutions, namely::

•12 monitoring sessions were carried out in Tirana Police Stations, where is provided legal

assistance and psycho-emotional counseling for 73 persons detained / arrested and

accompanied (all beneficiaries were male).

• HRDC has developed 12 monitoring sessions in detention Institution 325 (Women Section).

HRDC staff has provided legal counseling, psycho-emotional support for 176 - women / girls and

has drafted legal documents for 24 for women / girls accommodated at this institution.

 

Socio-economic empowerment of vulnerable categories

In the context of improving economic and social situation of women / girls and categories in

need, the Centre has cooperated with various state structures, private one, and NGO.

As a result of this collaboration it is made possible:

-Employment of women / girls, 32 women / girls employed (HRDC clients , mostly victims

of DV) out of whom 8 Roma, and 16 victims of DV

-Enrolling in professional courses; 34 women / girls are registered in

vocational/professional courses, out of whom 12 Roma/Egyptians.

- 41 victims of DV are enrolled in economic scheme

-Facilitation of access to services - (to state institutions) 195 citizens
